Code requires installed public safety radio systems to be re-tested every year: a full grid test across every division of the building, battery capacity under load, annunciator and supervisory circuit checks, and enclosure/antenna inspection — with the results filed with the AHJ.

The building owner. A lapse typically surfaces during an unrelated fire inspection, and it can put occupancy or an insurance position at risk.
